I am going with: trees that have been swept over by a "wind sheer" or winter storm. We just had a major storm sweep up the East Coast and there were trees down just like that in Vermont and new Hampshire.
It looks like hair to me...but maybe it's a feather?

Al and Peggy.. I've been studying this picture now for a few minutes. I know it is NOT a wig, or hair, because there is no scalp underneath this.
