Hi Al and Peggy - Your garbage bag photo would look seriously out-of-date if you drove east along Steeles or Highway 7 to Markham.  A couple of years ago, Markham banned opaque garbage bags such as green and black.  Garbage must be thrown out in clear bags every two weeks.  You are allowed up to four privacy bags, such as plastic grocery or shopping bags, to hide your personal items, and they must be placed inside your clear bag.  Prior to these changes, there was a limit of three garbage bags (more if you had tags) every two weeks but now you can throw out unlimited bags.  Markham still has two "all you can throw out" garbage days twice a year but it doesn't much anymore since you can now throw out unlimited garbage bags.

Other towns and cities within the GTA have different rules, including the City of Toronto, where they encourage you to ask your neighbour to use their allowed garbage limits if you have excess garbage.  Yes, seriously!
